Donnie Thomason


From the intense landscapes of Iraq’s Al Anbar Province to California’s dynamic real estate avenues, Donnie Thomason’s journey is a testament to dedication and ambition. As the CEO of DEVCO, he brings with him a rich tapestry of experiences spanning military service and the real estate world. A proud alumnus of the University of California Riverside with a degree in History, and the University of Arizona with a Bachelor of Arts in Finance, Donnie’s educational foundation is as robust as his professional endeavors.


During his time with the US Navy from 2000 to 2006, Donnie showcased his commitment and bravery. Serving as a Corpsman, he provided critical medical care in challenging terrains, with his deployment in Iraq being especially notable. This experience was foundational in building his leadership acumen, proving his ability to navigate high-stakes environments.


Transitioning to the civilian world, Donnie quickly rose through the ranks of California’s real estate industry. Since 2007, his leadership has seen the successful training and management of over 100 professionals, the opening of six mortgage banking locations, and involvement in over 10,000 real estate transactions. His firm’s exemplary work was recognized in 2013 when it was honored with the “Business of The Year” award in Temecula. Not one to rest on his laurels, Donnie ventured into home-flipping, turning it into a cherished family activity. This passion eventually led to the establishment of his sixth company, focusing on government contracts for development and engineering projects as a disabled-veteran owned business.


Donnie holds multiple professional licenses, including a Broker License from the Department of Real Estate in California and affiliations with the National Mortgage Licensing System, spanning licenses across CA, AZ, and TX. Additionally, he’s a recognized member of various esteemed organizations, including the Veterans of Foreign Wars, Temecula Chamber of Commerce, and the National Association of Realtors, among others.


As he guides DEVCO’s vision, Donnie’s multifaceted background and forward-thinking approach solidify his reputation as a trailblazer in contemporary business leadership.

Chad Decker


Chad Decker serves as the Chief Operating Officer at Devco, where his multifaceted expertise in construction and real estate brokerage shapes the company’s development initiatives. His record of over 1,500 property flips and builds stands testament to his deep understanding of the real estate market and his meticulous approach to the construction and the redevelopment of properties.

Armed with a General Contractor B License in California, complemented by his real estate Brokers license and mortgage loan origination license, Chad is exceptionally equipped to lead a diverse range of development projects from concept to completion. His proficiency in navigating the complexities of the property market complements his hands-on knowledge of building processes, furthering Devco’s reach in both residential and commercial sectors.

With the authority of both, A General Engineering and B General Building licenses, Chad’s leadership at Devco ensures that the company excels in sophisticated engineering feats and innovative building projects. His strategic vision and precise execution set the bar high in every aspect of infrastructure development.

Before embarking on his impressive career in real estate development, Chad was a professional baseball player, drafted by The San Diego Padres in 2005. The competitive edge and strong teamwork ethos honed on the baseball field have translated seamlessly into his role at Devco, where leading teams to success is part of the daily game plan.

Trenchless Technology embodies a range of methods utilized for subsurface construction tasks, making it a preferential choice for handling underground utilities while minimizing surface disruption. Here’s a brief insight into some of the methods under the umbrella of Trenchless Technology:

Trenchless Technologies

Trenchless Technologies offer a set of methods that allow for underground construction work with minimal surface disturbance. These methods are eco-friendly, cost-effective, and significantly reduce the time and resources that would otherwise be required in traditional open-cut methods.

Cured-In-Place Pipe (CIPP)

CIPP is a rehabilitative method used to repair existing pipelines without the hassle of digging up and replacing the old pipes. A resin-saturated felt tube made of polyester is inserted into the damaged pipe and cured in place, forming a “pipe within a pipe.”

Horizontal Directional Drilling (HDD)

HDD is a trenchless method of installing underground pipes, conduits, or cables along a prescribed bore path by using a surface-launched drilling rig. This method results in minimal impact on the surrounding area and is utilized when trenching or excavating is not practical.

Directional Boring

Also known as horizontal directional drilling, directional boring is used for installing pipelines under rivers, roads, and existing structures with a minimal surface footprint. It’s a preferred method for its less disruptive nature and the ability to cover long distances underground.

Auger Boring

Auger Boring is a method used for the installation of steel casing pipe. A cutting head is attached to auger flights which are then rotated and pushed into the ground, removing the soil while simultaneously installing the casing pipe.

Pipe Bursting

Pipe Bursting is a trenchless method of replacing buried pipelines without the need for a traditional construction trench. Launching and receiving pits replace the trench, and a bursting head is used to break the existing pipe while pulling the new pipe into place.

Pipe Splitting

Similar to pipe bursting, pipe splitting is a method used to replace existing utilities without disturbing the surface. The old pipe is split apart or cut as a new pipe is drawn through.


Potholing, also known as daylighting, is a process used to expose utilities to daylight to confirm their location. This is typically done using vacuum excavation which is a safer alternative to manual or mechanical digging.

Hydro Excavation

Hydro Excavation is a non-destructive method of excavation that utilizes pressurized water and an industrial strength vacuum to quickly and safely expose underground utilities.

Trenchless Sewer Repair

Trenchless Sewer Repair is a method to repair sewer pipes without digging and removing them. Techniques like pipe bursting or CIPP can be used to restore the functionality of sewer lines with minimal disruption.

Each of these trenchless methods comes with its own set of advantages, capable of catering to different subsurface construction needs while emphasizing minimal surface disruption, cost-effectiveness, and eco-friendliness.
